MONTROSE — What seemed to be the kindness of strangers was a roofing scam that nearly cost an elderly couple $4,300, sheriff’s investigators say. Texas authorities arrested Emanuel Broadway, 50, and brought him to Montrose on Tuesday on a warrant alleging attempted theft and conspiracy.
